Portland Garbage Requirements (City Code)

For rental properties with 1–4 units located inside the City of Portland:

Owners (not tenants) must set up and pay for garbage, recycling, and compost service in the owner’s name.
The City requires a minimum of 20 gallons of garbage service per unit, plus adequate recycling, glass, and compost containers (e.g., 20-gallon cart for a single-family house).
Spear Northwest will not place garbage service in a tenant’s name or allow service to be cancelled.

Utility Management Protocol

Spear Northwest does not manage tenant-responsibility utilities. To ensure properties are maintained and to prevent service interruption between tenants, all utility accounts must revert to the Owner's name and billing address during vacancies (not be shut off).

Action Required: To prevent utility shutoffs, you must set up an "Automatic Hook-Up Agreement" (also known as a "Landlord Agreement" or "Revert to Owner" agreement) with each provider (especially power, water, and gas). Please contact your providers to request this.
